Doors slammed shut all across the city.

Candles were extinguished one by one.

Moments later the strategist strode into the hall, robes fluttering softly behind him. Despite his composed expression, faint exhaustion showed beneath his eyes. He bowed deeply.

“The first day exceeded expectations,” Zhuge Liang reported calmly. “We have already reclaimed nearly three times the gold distributed yesterday.”

Alex arched a brow. “Three times?”

“The merchants panicked faster than expected,” Zhuge Liang admitted. “Several voluntarily confessed to tax fraud before we even questioned them. Others exposed their rivals to save themselves.”

He paused briefly.

“One pleasure house owner attempted to flee the city with her treasury hidden inside vegetable carts. The guards intercepted her at the south gate.”

Alex chuckled softly.

“And the people?”

Zhuge Liang hesitated.

“They fear you now.”

“Good.”

“But fear alone is unstable,” Zhuge Liang continued carefully. “Fear creates obedience quickly, but resentment grows beneath it. If pressure continues without relief, eventually someone desperate enough will attempt rebellion.”

Alex leaned back in his chair, studying the strategist for several quiet seconds.

“You think I’m going too far.”

“I think,” Zhuge Liang replied slowly, “that your methods are effective. Terrifyingly effective. But if you wish to rule this city for years instead of months, the people must eventually gain something beyond fear.”

Silence settled over the hall.

Then Alex smiled.

“That’s tomorrow’s problem.”

Before Zhuge Liang could answer, one of the floating blue screens suddenly flashed crimson.

Alex’s expression sharpened instantly.

Another screen expanded beside it—showing grainy aerial images captured from the newly launched satellites high above the clouds.

Torchlights.

Hundreds of them.

A long column moving through the northern forest roads toward Qingshui City.

Zhuge Liang’s eyes narrowed. “Bandits?”

Alex zoomed the image closer with a flick of his fingers.

At the center of the marching column fluttered a black banner marked with a silver wolf’s head.

Alex’s smile slowly returned.

Inside the great hall, blue holographic screens painted Alex’s face in ghostly light as thousands of data points streamed across his vision faster than any cultivator alive could process.

Formation patterns.

Estimated arrival time.

Every advantage belonged to him.

And for the first time since arriving in this world, Alex felt truly excited.

He looked toward Zhuge Liang.

“Wake the city,” he said softly.

The strategist straightened immediately. “Prepare for war?”
